First, what to do inside the platform
You should not have to memorize acronyms or decree numbers to run an Alojamento Local (AL), Portugal’s short-term rental licensing regime. The point is to show what to do, in what order, and to keep evidence of what is already done.

- SIBA — legislation and protocols
The legal basis for guest reporting: Law 23/2007 and Portarias 287/2007, 415/2008 and 321/2023.
- Decree-Law no. 128/2014
The core legal regime for Alojamento Local.
- Decree-Law no. 76/2024
Revoked the registration expiry and renewal rules; registrations transferable again; condominium opposition needs over 50% of the building share, with mediation. The CEAL levy was abolished by DL 57/2024, not by this decree.
- Decree-Law no. 151/2026
Councils with over a thousand registrations must regulate AL by 31-12-2026, with an exceptional power to suspend new registrations.

Reporting of foreign guests (EU citizens included) within 3 working days of check-in; with SEF wound up, the portal moved to the UCFE inside the internal security system, and the bulletin is filed with the GNR or the PSP.
- gov.pt — mandatory insurance proof
Mandatory civil liability insurance of at least €75,000 (Portaria 248/2021); a missing policy is grounds for cancelling the registration.
